Mutualisation of Public Sector Services
The Coalition Government proposes to roll out new "rights to provide" across the public sector which will give staff a right to take over and operate their services as a mutual organisation. In a speech given on 17 November 2010, Francis Maude, Minister for the Cabinet Office, announced a new programme of support for increased public sector mutualisation, building on the Cabinet Office's pathfinder programme. Although this has its origins in the previous Labour Administration, there is no doubt that mutualisation is going mainstream under the Coalition Government. In the words of Mr Maude, this new programme will devolve "power to people on the front line who know how things can be done better ...... will challenge traditional public service structures and unleash the pent up ideas and innovation that has been stifled by bureaucracy [and] will ...... put power at a local level so public services will be answerable to the people that use them."
