Opening the German tendering procedure to other EU member states

As from 2017, five (5) per cent of the new renewable energy capacity installed each year eligible for subsidy in Germany shall be open for electricity being produced by renewable energy installations located in other EU member states. As a first step to facilitate this development, the new Cross-Border Renewable Energy Regulation was adopted by the German Federal Government as of 1 June 2016, introducing thereby the cross-border tenders for ground-mounted photovoltaic installations. It is expected that two pilot cross-border tenders for ground-mounted photovoltaic installations with two other EU member states shall be implemented by autumn 2016 as trial runs, provided, however, that the cooperation agreements with those EU member states shall be concluded by then. Based on the experiences gained in these trial runs, the cross-border tendering procedure shall be implemented for all other technologies as from 2017.
