Professional background

Thomas advises French (public and private) and foreign clients in all areas of public business and regulatory law, both as counsel and litigator.

He specializes in administrative law, public procurement and public contracts (public procurement contracts, concessions, partnership contracts, etc.), occupancy of public and private property, and administrative litigation.

Thomas also has extensive expertise in regulated sectors, particularly energy and electronic communications.

Prior to joining Fieldfisher, he worked as an associate in the Public Law departments of French and international law firms. 

He holds a Master 2 in Public Contract Law and Litigation from the University of Pau and a Master 2 in European Economic and Regulatory Law from Sciences Po Strasbourg. He is also a graduate of the International School of Alternative Dispute Resolution (EIMA).

He has been a member of the Paris Bar since 2019.
