Ramón specialises in the energy, natural resources, infrastructure, environment, urban planning and public procurement sectors. He has been practising law since 1999 and has been involved in due diligence, analysing permitting and identifying regulatory, environmental and urban planning risks.
His experience has allowed him to assist in the articulation of authorisation and economic processes in the implementation of renewable generation facilities (wind, photovoltaic and self-consumption) and high-efficiency cogeneration; as well as in the contracting of supplies (water, gas, PPAs).
He has advised on project implementation procedures in public, endowment and private land. He specialises in regulatory matters (authorisations and sectoral registers), public procurement, CCPP, and concession rebalancing. He has also worked on subsidies, grants and loans, as well as on compulsory purchase, urban, territorial, environmental and historical-cultural heritage protection matters.
He is an expert in public and private contractual rebalancing procedures, and in matters of administrative liability, particularly in the field of urban planning. He has experience in the practice of law before the courts, including accounting, constitutional and community law.
He mainly advises companies in the construction, infrastructure, industrial and energy sectors (electricity, gas, hydrocarbons, etc.), as well as in the purchase and sale of assets, concessions and authorisations.
During 2019 and 2020, he was ranked among the best lawyers in Europe in the area of Energy and Natural Resources by Chambers and Partners.
