Professional background
I advise regulators and professional regulatory bodies on all aspects of their statutory functions, as well as in relation to their practice and procedures. I have a particular interest in:
- Investigating and presenting complaints to Fitness to Practise Committees;
- Providing litigation and eDiscovery services for administrative sanctions hearings;
- Appearing before regulatory Boards and Councils;
- Advising on the exercise of statutory functions, statutory interpretation and fair procedures;
- Preparing High Court confirmation applications.
Alongside my specialisation within public and regulatory law, I am passionate about animal welfare. Myself and my colleagues recently published a paper (on a pro bono basis) outlining key reforms to dog breeding legislation in Ireland. I also advise certain dog rescues (on a pro bono basis) in relation to legal issues as they arise for them. In addition, I am experienced in advising on the Control of Dogs Act 1986 (as amended).

The Department of Agriculture, Environment and Rural Affairs (DAERA) has published its Summary of Responses and Way Forward following consultation on a new regulatory framework for the sale and supply of puppies and kittens in Northern Ireland. The proposals represent one of the most significant overhauls of companion animal breeding in Northern Ireland in recent years.

Bill to establish new agri-food regulator debated in the Dáil

An Rialalai Agraibhia, also known as the Agri-Food Regulator, is to be established under the Agricultural and Food Supply Chain Bill 2022 (the "Bill") . The Bill was published on 16 December 2022 and was debated in the Dáil yesterday evening, 10 May 2023. The Bill will return to the Dáil next week for final debate and is expected to be passed, after which it will go to the Seanad.
