As a lawyer, arbitrator and expert specialising in international arbitration and litigation, Pedro has more than 25 years of experience in this field. He holds a master's degree in international and comparative law (LLM'01) from Georgetown University (Washington, DC), thanks to a Fulbright scholarship, graduating "with distinction". He is recognised as one of the best Spanish specialists in the field.
Throughout his professional career, he has represented numerous clients in both commercial and investment arbitrations, both private investors and sovereign states, in disputes in the most varied sectors of activity. He regularly acts before the International Centre for Settlement of Investment Disputes (ICSID), the Permanent Court of Arbitration (PCA), the Arbitration Institute of the Stockholm Chamber of Commerce (SCC), the International Court of Arbitration of the International Chamber of Commerce (ICC), the London Court of International Arbitration, as well as before other regional institutions in Spain and Latin America.
He has successfully enforced arbitral awards against Latin American states, coordinating their enforcement in multiple jurisdictions. He has represented the Argentine Republic for years in bondholder litigation and enforcement of ICSID awards before Spanish courts.
He has extensive experience in investment disputes under the Energy Charter Treaty, having pioneered claims against the Kingdom of Spain in cases arising from regulatory changes in the remuneration system for renewable projects under different technologies, representing English, Japanese, Swiss, German and other EU investors.
In addition to accepting instructions as a lawyer, he regularly acts as an international arbitrator before the ICC International Court of Arbitration or regional arbitral institutions in Spain and Latin America.
He has a degree in Economics and Business Studies, which makes him a particularly qualified lawyer for any type of financial, tax, accounting or damage quantification analysis.
He currently co-chairs the arbitration section of the Madrid Bar Association. He has published extensively on legal topics relevant to his area of expertise and regularly teaches on investment arbitration and international commercial arbitration. He works in both English and Spanish.
