I am a Senior Associate in the Public and Regulatory Department, bringing a unique combination of constitutional law and EU Law expertise and extensive government advisory experience to complex administrative and regulatory matters. 

My practice focuses on Administrative Law, EU Law, Environmental and Energy Law. I have worked extensively in environmental and energy licensing processes, constitutional compliance matters, and legislative drafting through senior advisory roles across multiple government departments. 

My public sector experience includes serving as legal advisor to the Minister of Environment and Climate Action (2022-2024), developing environmental and energy policy and regulatory frameworks aligned with EU Law requirements. I previously held advisory positions with the Secretary of State for the Environment (2010-2011), the Minister of Health (2009-2010), and the Secretary of State to the Council of Ministers (2008-2009). This breadth of experience provides me comprehensive insight into Portuguese and EU public administration and regulatory processes. I also served as Legal Advisor to the Justices’ Office at the Portuguese Constitutional Court (2012-2021). This role gave me profound expertise in constitutional review processes, fundamental rights protection, and the intersection between Portuguese constitutional law and EU law. Additionally, I served as Advisor to the Portuguese Environment Agency during Portugal's EU Council Presidency (2020-2021), giving me direct experience in EU environmental policymaking. 

I hold a PhD summa cum laude in Legal and Political Sciences from the University of Lisbon (2016) with a focus on how European Union Law shapes national administrative procedures and serve as Assistant Professor at the University of Lisbon School of Law. My research focuses on Constitutional Law and Fundamental Rights, EU environmental law implementation, Digital regulation, and cross-border administrative cooperation. I have authored significant academic publications on these matters.
