Neil Palmer, Partner, Corporate
I am a corporate lawyer with 20 years' experience of advising clients in a variety of sectors on a wide range of corporate transactions.
One of my core focuses is the public sector and I am head of the firm’s government and public services sector group. I have particular expertise of advising public bodies on structuring and implementing transition projects and major change programmes. This includes advising on the establishment, restructuring and transformation of government businesses, sales and privatisations, partnerships, joint ventures, other collaborative arrangements and creating new governance and constitutional structures.
I have also been heavily involved in the Government's mutualisation programme, advising on a number of spin outs of public sector businesses into public service mutuals. Highlights include advising City Health Care Partnership on the pathfinder spin out of its community health services business into an employee-led mutual and advising the staff team at the London Borough of Hammersmith and Fulham on the spin out of the 3BM school support services business into a mutual joint venture with a private sector partner.
My other main areas of interest are the health sector and the employee ownership sector. In health, I advise a number of UK and international health providers providing services within the NHS.
I am also a key member of our employee ownership team, working with Graeme Nuttall to promote employee ownership in the UK. I have advised on 5 employee buy-outs in the past year alone.
I am named in the Legal 500 as having experience in health sector spin outs and social enterprises and being 'excellent at advising on complicated issues'
I speak regularly and publish articles on a variety of topics. Recent speaking engagements include participating at a Cabinet Office sponsored round table discussion on public service mutuals and speaking at two Chartered Institute of Public Finance and Accountancy (CIPFA) events in London and Leeds exploring local authority spin outs.
My publications include co-authoring a recent guide to employee owned public service spin-outs sponsored (July 2015) by the Employee Ownership Association and I also co-authored a tool kit on mutualisation for the web-based legal resource, Practical Law for Companies.
Legal 500 2014 describes me as "displaying a can-do attitude balanced with clear legal direction when required"
At the weekend I can be found riding my mountain bike or walking my dogs, and hiding from my children (although they always find me).
