JP McDowell, Managing Partner Ireland, Public and Regulatory

JP McDowell, Managing Partner Ireland, Public and Regulatory, Fieldfisher

I have specialised in the area of public and regulatory law for 20+ years, having advised public sector clients who are accountable to ministers and government departments, on all aspects of their statutory duties.

I lead a team of 23 solicitors, who provide services to statutory and regulatory bodies operating across a range of sectors including health and social care, education, charities, finance and professional services.

I quickly understand the challenges faced by clients and provide solution focussed and tailored strategic advice, thereby supporting clients in the minimisation of legal risk.

Chambers Europe 2019 – “JP McDowell is a leading figure throughout the full range of professional discipline mandates, with particular expertise in public and regulatory law. One source states: “He is very knowledgeable, efficient, direct and understands the needs of the client.”

Chambers Europe 2018 – “The “hugely experienced” JP McDowell is renowned for his market-leading expertise in advising regulatory bodies on professional discipline, professional competence and other areas of public law.”

I provide high level strategic advice to public sector clients in relation to policy, governance and statutory interpretation.  I have extensive experience in advising start-up regulators in respect of their requirements and have particular experience in the drafting of regulations.  In addition, I oversee investigations of complaints and attend at sanction meetings, registration appeals and inquiries and as an advocate.  I am an experienced advocate before both tribunals and Superior Courts.

I regularly address national and international conferences, and host seminars devoted to legal developments in the area of Public and Regulatory Law. As evidence of my experience in this area, I also co-authored the only legal text book in this area of law in this jurisdiction entitled “Disciplinary Procedures in the Statutory Professions” (published by Bloomsbury in 2011).

In my spare time I enjoy running, playing golf and watching rugby.
